Rather than simply porting the Japanese version of Hey! Fight! Cheer Squad, developer Inis completely rebuilt their rhythm-action mechanic from the ground-up for a Western audience, with new scenarios and a whole new cheer squad: the Elite Beat Agents.
The agents arrive when things are going badly, and by hitting a rhythm, they drive people to overcome their difficulties. Each story is accompanied by a song that complements it. You have to hit the beat markers as they appear on the touch screen using the stylus when the rings around them hit the edges.
If you perform well, the bar at the top of the screen fills up and you get a ranking at the end of the song. Perform badly, and the bar will empty, ending your game.
The "Romancing Meowzilla" stage features guest appearances from a number of characters from its predecessor Hey! Fight! Ouendan.
